Target audience

The Governance, Planning and Reporting Officer manages the secretariat of the Governing Board of the JU. She/he plans and organizes meetings of the Governing Board, including all aspects linked to membership of the Board, Rules of Procedure, agendas and minutes another required documentation and voting procedures. He/she works with the legal team on all Decisions of the GB and other legal or procedural documents.


She/he supports the management of the JU in fulfilling its mission by contributing to the definition and simplification of administrative processes and procedures and coordinating and monitoring the coherence and quality of their implementation. He/she coordinates drawing up of the key planning and reporting documents of the JU, such as the Consolidated Annual Activity Reports. Se/he provides input into the Annual Work Programmes.


He/she provides input into the definition of JU’s objectives and performance monitoring tools. He/she monitors progress in planning and programming and reports on it. She/he ensures systematic monitoring and follow-up of strategic decisions and actions.

 

Candidates will be considered for the selection phase on the basis of the following formal criteria to be fulfilled by the deadline for applications:

  • Be national of one of the Member States of the EU, Iceland, Lichtenstein or Norway and enjoy full rights as citizens;
  • Have a level of education which corresponds to completed university studies of at least three years attested by a diploma;
  • Produce evidence of a thorough knowledge of one of the languages of the European Union, preferably English, French or German, and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties;
  • Produce the appropriate character references as to their suitability for the performance of duties of the post;
  • Have fulfilled any obligations imposed by applicable laws concerning military service;
  • Be physically fit to perform the duties linked to the post.

Essential qualifications and experience for successful candidates:

  • 3 years of professional experience in positions with tasks closely related to the ones described in the vacancy notice;
  • Professional experience in working with different stakeholder groups;
  • Experience in planning and/or reporting exercises;
  • Strong drafting and presentation skills in English, both orally and in writing (C1 level or higher).

Advantageous qualifications and experience for successful candidates:

  • Working experience in a field related to the duties in an international and multicultural environment;
  • Experience in internal control, internal audit or performance management;
  • Professional experience in managing the secretariat of a Governing Board/Steering Committee/etc.;
  • Professional experience in designing, optimisation and monitoring business processes and procedures;
  • Experience in project management, particularly in monitoring and evaluation.
